Public Operational Signals for CRE Underwriting
How can public operating and administrative data test an investment thesis without being mistaken for observed rent, NOI or property value?

Question
How can public operating and administrative data test an investment thesis without being mistaken for observed rent, NOI or property value?
Method
Use the original provider documentation and a dated retained artifact. Preserve the source’s entity, geography, report period and measurement definition. Provider capability is a separate decision from accepting a dataset snapshot or estimating a valuation effect.
Reviewed provider capabilities
As of October 6, 2026, the following capabilities are supported by original documentation. The proposed investment use remains a hypothesis and needs the stated property evidence.
| Source | Supported capability | Interpretation limit and test |
|---|---|---|
| FDIC BankFind data | FDIC documents public bank-data APIs for institution, location, history, deposit and financial records. Its documentation says registration for an API key is not currently required. | Institution identity and branch identity differ. Deposits assigned to a branch are not local household wealth; institution CRE exposure is not a geographic property observation. Evidence |
| CMS provider cost reports | CMS describes annual provider cost reports with facility characteristics, utilization, cost and financial information, maintained in HCRIS. | Fiscal years, revisions, provider identity and multi-campus scope matter. Facility beds are not occupied capacity, and reported hospital activity is not leased medical-office demand. Evidence |
| Overture building geometry | Overture distinguishes building and building-part features, describes roofprint/footprint geometry and associates parts with parent building IDs. Its documentation identifies multiple contributing datasets and source-specific licensing. | A mapped structure is not a verified parcel, rentable area, current tenancy or occupied property. Keep source version, geometry and licensing with each derived record. Evidence |
| EPA ECHO facility records | EPA documents query-only public ECHO web services for environmental facility searches and reports, with separate program systems and bulk downloads for large data volumes. | A facility match is a diligence lead. It does not establish contamination or liability at a neighboring parcel; addresses, facility/program identities and record dates need validation. Evidence |
| USGS Landsat surface temperature | USGS identifies Landsat Collection 2 surface temperature as an Earth-surface temperature measure in Kelvin and provides its product inputs, citation and use information. | Surface temperature is not indoor heat, utility consumption or tenant discomfort. Cloud/quality screening, acquisition time and comparable seasons are required before testing an operating-cost hypothesis. Evidence |
| EIA annual electricity utility data | EIA describes Forms EIA-861 and EIA-861S as annual surveys of distribution utilities and power marketers, with the short form collecting less detail. The captured page labels the August 4, 2026 release early data and a later October release final data. | Utility-level sales, revenues, customers and reliability are different measures from parcel service capacity. Keep survey year, early/final status and provider boundaries; do not infer project energization. Evidence |
| PUCT water and sewer service-area mapping | PUCT provides water/sewer CCN mapping guidance, digital map resources and a viewer. Its documentation describes CCNs as identifying the retail utility’s service territory. | A service-area boundary does not establish available water, pressure, connection approval, upgrade costs or a guaranteed date. Obtain provider confirmation and project-specific terms. Evidence |
| TWDB regional water planning | TWDB provides distinct planning databases and interactive state water-plan products by planning cycle, including 2022 and 2027 products. | Projected demand and a named strategy are not funded, permitted or completed capacity. Keep cycle, water-user group and project stage before evaluating a parcel’s feasibility. Evidence |
| ERCOT resource-adequacy scenarios | ERCOT describes MORA as a probability-based, hour-by-hour reserve-risk assessment for a reporting month, issued before that month. Its resource-adequacy page provides separate short- and long-term forecast materials. | The issue date and reporting month differ. Grid-wide forecast adequacy and interconnection proposals do not establish usable MW or reliability at an individual development. Evidence |
| TDI home-insurance transparency | TDI’s September 23, 2026 announcement describes a ZIP-code tool showing reported home-policy declination, cancellation and nonrenewal reasons and counts, alongside active policies. It says updates will be at least quarterly. | The product concerns home insurance and insurer-reported administrative outcomes. Counts are not parcel quotes, CRE coverage premiums or a hazard model; compare periods and denominators. Evidence |
| NSF higher-education research spending | The captured NSF HERD 2024 page reports institution research-and-development expenditure for FY2024 and identifies a February 10, 2026 analysis release. | The supplied dossier’s earlier publication-vintage assertion is not adopted. Expenditure is not leased laboratory area; institution/campus crosswalks, fiscal periods and nominal-price effects need separate evidence. Evidence |
| USAspending award and obligation data | USAspending documents public API endpoints for award counts, obligations, agencies and other federal-spending dimensions and says its endpoints do not currently require authorization. | Award obligations, outlays, ceilings and performance location are different concepts. An award does not prove local occupied space, tenant revenue or a project completion. Evidence |
| NASA VIIRS nighttime lights | NASA’s VNP46A2 documentation describes daily corrected nighttime-light radiance products and quality fields, with different quality and coverage behavior between product versions. | Radiance is not employment, occupancy, sales or electricity billed to a tenant. Clouds, snow, flares, sensor/version changes and temporal sampling can explain apparent activity changes. Evidence |
Investment hypotheses and counterevidence
Demand hypothesis: Operating activity, research spending and performance-location awards may corroborate a tenant-demand thesis. Counterevidence includes administrative moves, consolidation, nominal-price effects and activity that uses existing owned space. Test actual leases, occupied capacity and the tenant’s operating plan.
Infrastructure hypothesis: Power, water and mapped service territories may change feasibility, time and required capital. A queue or plan can remain unfunded, unpermitted or undelivered. Require a service agreement, funded upgrades, current costs and realistic completion conditions.
Physical-risk hypothesis: Heat, environmental records and insurance outcomes may identify operating or diligence risk. Boundary mismatches, reporting lags and unrelated facilities can explain a signal. Compare the actual building, its systems, qualified site assessments and available insurance terms.
Activity-proxy hypothesis: Building geometry and nighttime radiance may help select places for investigation. Structure mapping, lighting and weather can change without a new lease. Confirm use, tenancy and comparable seasonal observations before inferring demand.
Stress tests and investor work
Re-run comparisons with another vintage, stable boundaries and alternative entity crosswalks. Test the effect of missing records and revisions. Compare the signal with contrary operating evidence. The investor can obtain parcel-specific service terms, tenant commitments, engineering assessments, insurer quotes and actual collections.
Separate facts, forecasts and conclusions. A fact about a public feed does not establish alpha. An investment conclusion still needs price, horizon, objectives, risk tolerance and the investor’s execution capacity.
Gaps
The reviewed documentation does not establish a validated rent premium, NOI effect, cap-rate adjustment or performance track record. Licenses and row-level admission remain dataset-specific. Existing approved feed and publication contracts govern runtime use.
